Grey Havens is technically a theocratic monarchical city-state, but is also the capital city of Henneth Sonnun, and is one of the largest cities in Aeriador. The city is located on the eastern side of the Bay of Amara and is considered a sister-city to Dol Amroth. The lights of Dol Amroth can often be seen in the distance when standing on the docks at night under a clear sky. The lights of Dol Amroth can be seen even across hundreds of miles of open sea as a soft glow on the horizon. It's also on the north and west side of Nyboria Mountains which serve as a natural boundary to her neighboring country, Rhune.
Grey Havens was founded by Zemira and has been a major port city for centuries.
The Grey Havens is an important port city of the northern continent. Ships from her docks travel to all parts of Aeriador delivering exported goods, and they receive ships from everywhere for their imported goods. Some of her exports include beers, wines, and spirits prepared from ingredients indigenous to the region. For example, casks made from select types of woods to draw out specific and unique flavors. Another export is sun silver: an alchemical made from a collaboration between clerics and alchemists.
The city is a theocracy and is governed by the will of the Church of Zemira with a democratic parliament for the development of laws. The church acts in both the executive leadership capacity and in the judgement of crimes. The church is also well known for producing the finest clerics in Aeriador.
A level of nobility exists in the Grey Havens mostly precipitated through wealth.

Crime in the Grey Havens is very organized. The Church of Zemira is fairly effective in reigning in petty crimes with swift and severe punishments. Organized crime is well hidden and is controlled and operates mostly within the Noble families.
